Prior to Patch 1.12, the location of the Mods and Packages folder was rather confusing. ModTheSims & SimsWiki have a wonderful guide on how to do it, but I feel like it’s a bit too basic, and this is why I’m going to try and include as much detail as I can without making it too messy and too hard to read.
